From the supplier: The Dallas Housing Authority (DHA) spearheaded the renovation of the dilapidated Dallas West Shopping Center as part of its efforts to revitalize the city's west side. The shopping center was built in 1959 and was successful until the 1980s when the neighborhood started to deteriorate due to an economic downturn, new federal immigration policies and the demotion of thousands of public housing units. The building was severely neglected, with a leaky roof, poor lighting and a parking lot riddled with pot holes. Tenants began moving out, thus forcing shoppers to travel to farther shopping centers. In 1992, the DHA teamed up with the Southern Dallas Development Corp. and the Texas Commerce Bank to buy and renovate the shopping center. The project included extensive repairs, new lighting and concrete paving for the parking lot. Occupancy shot up from 47% to 97% while annual base rentals rose from $400,000 to $640,000.
